One more point for the record.


QUICK TEST OF L3.
 
Just stating the obvious here.  The build manual reads that L3 is optional and can be replaced by a 22 awg jumper wire.  If you have installed L3 and you get some of the symptoms described above, you can do a quick test.  Attach a test lead clip to one end of L3 and the other end of the test lead clip to the other end of L3.  If the symptoms go away the problem is L3.
