I get garbage at any baud rate with the Final Cartridge III inserted and active in my NTSC SX-64.

Is this expected? Any idea what the FC3 is doing to interfere?

I would guess this could be power related (faulty C64 power supply).  The FCIII cartridge does draw quite a bit of power.  I have never tried the FCIII with the WiModem (I use a U2+ in the cartridge port).  I will try it and see if this is perhaps a problem with the FCIII interfering with the serial port.

I tested the FCIII and it works fine at all baud rates I tested (1200, 2400, and 9600). So, I would look at your C64's power supply as being the issue.
