SOME (not all) drives have the jumper set so that you can't accidentally try to access the backside of a floppy disk if it is turned over. Remember, these PC drives are double-side... so simply flipping the disk over would read/write to both sides of the disk during normal operation. By having the hardware require that it sees several passes of the index hole detected before any type of activity (read or write) can occur prevents you from using the disk when it is inserted upside-down. If you disable this "feature" then disk controller hardware does not attempt to find an index pulse prior to any operation.
